None other than Julius Caesar. Not only was Julius Caesar a political and military genius conquering all of Gaul. But apparently he was also an organizational and structural genius. Caesar is responsible for the year 365 days and the existence of the leap year every four years.
Quintilis which in latin means "fifth" was the original name of what we now refer to as JULY. July is after Julius that just happens to be his birth month.
